23、tions for recognition. One reason was a general preoccupation (關注) with the slavery question, which prevented congressional agreement on the creation of new territorial governments. But President James Buchanans Democratic administration may also have had a vested interest in controlling Jefferson T

24、erritory, as many of its people had come from states and territories where the Republican Party had strength.
