第6部分：學(xué)校、幼兒園（標(biāo)準(zhǔn)編號：DB31/329.6-2006），現(xiàn)全文刊登如下：1.范圍本標(biāo)準(zhǔn)規(guī)定了本市高校、中小學(xué)、幼兒園安全技術(shù)防范系統(tǒng)的設(shè)計(jì)、檢驗(yàn)、驗(yàn)收、維護(hù)。本標(biāo)準(zhǔn)適用于本市行政區(qū)域內(nèi)經(jīng)教育行政部門核準(zhǔn)，具有辦學(xué)資質(zhì)的高校（包括大學(xué)、高等?？茖W(xué)校、高等職業(yè)學(xué)校）、中小學(xué)（包括完全中學(xué)、高級中學(xué)、初級中學(xué)、中等職業(yè)技術(shù)學(xué)校、九年一貫制學(xué)校、小學(xué)等）、幼兒園（包括托兒所）的安全技術(shù)防范系統(tǒng)。本市的外籍人員子女學(xué)校，以及經(jīng)教育行政部門備案的進(jìn)城務(wù)工就業(yè)農(nóng)民子女學(xué)校也適用于本標(biāo)準(zhǔn)。本市其他社會教育培訓(xùn)機(jī)構(gòu)的安全技術(shù)防范系統(tǒng)參照本標(biāo)準(zhǔn)執(zhí)行。2.規(guī)范性引用文件下列文件的條款通過本標(biāo)準(zhǔn)的引用而成為本標(biāo)準(zhǔn)的條款。凡是注日期的引用文件，其隨后所有的修改單（不包括勘誤的內(nèi)容）或修訂版均不適用于本標(biāo)準(zhǔn)，然而，鼓勵根據(jù)本標(biāo)準(zhǔn)達(dá)成協(xié)議的各方研究是否使用這些文件的最新版本。凡是不注日期的引用文件，其最新版本適用于本標(biāo)準(zhǔn)。GB 50348-2004第3章的規(guī)定，并應(yīng)根據(jù)本標(biāo)準(zhǔn)表1和表2的要求設(shè)置安全技術(shù)防范系統(tǒng)。                     表 1 高校重要部位安全技術(shù)防范設(shè)施基本配置要求4.1.2安全技術(shù)防范系統(tǒng)的設(shè)計(jì)、施工程序應(yīng)符合GA/T 75的規(guī)定。4.1.3對外開放的博物館的安全技術(shù)防范應(yīng)符合GA 27的規(guī)定。4.1.4展覽館的安全技術(shù)防范應(yīng)符合DB 31/329.1的規(guī)定。4.1.5劇毒化學(xué)品、放射性同位素集中存放場所的安全技術(shù)防范應(yīng)符合DB 31/329.2的規(guī)定。4.1.6金融營業(yè)場所的安全技術(shù)防范應(yīng)符合DB 31/329.3的規(guī)定。4.1.7公共供水系統(tǒng)的二次供水設(shè)施中泵房和房屋水箱（水池）等部位的安全技術(shù)防范應(yīng)符合DB 31/329.4的規(guī)定。4.1.8變（配）電站（所）的安全技術(shù)防范系統(tǒng)應(yīng)符合DB 31/329.5的規(guī)定。4.1.9安全技術(shù)防范系統(tǒng)的建設(shè)，應(yīng)納入工程建設(shè)的總體規(guī)劃， 并綜合設(shè)計(jì)、同步施工、獨(dú)立驗(yàn)收、同時交付使用。4.2各子系統(tǒng)要求4.2.1視頻安防監(jiān)控系統(tǒng)4.2.1.1攝像機(jī)安裝應(yīng)減少或避免圖像出現(xiàn)逆光，且攝像機(jī)工作時監(jiān)視范圍內(nèi)的平均照度宜不小于200Lx。4.2.1.2出入口、主要通道攝像機(jī)安裝應(yīng)符合以下要求：a) 固定焦距、方向；b) 監(jiān)視區(qū)域內(nèi)不應(yīng)有盲區(qū)；c) 在24小時內(nèi)通過監(jiān)視屏均應(yīng)能清楚地辨別出入人員面部特征、機(jī)動車牌號。                       表 2   中小學(xué)、幼兒園重要部位安全技術(shù)防范設(shè)施基本配置要求4.2.1.3在面積較大的公共區(qū)域宜安裝帶有云臺、變焦鏡頭的攝像機(jī)，通過監(jiān)視屏應(yīng)能辨別監(jiān)視范圍內(nèi)的人員活動情況。云臺、變焦停止操作后，攝像機(jī)應(yīng)在2±0.5 min內(nèi)自動復(fù)位至原始設(shè)定狀態(tài)。4.2.1.4系統(tǒng)應(yīng)采用硬盤錄像機(jī)進(jìn)行24h圖像記錄。圖像記錄幀速應(yīng)不少于24frame/s，記錄保存時間應(yīng)不少于7天。硬盤錄像機(jī)應(yīng)符合DB 31/295的要求。4.2.1.5系統(tǒng)應(yīng)能切換圖像，并能根據(jù)系統(tǒng)的配置，控制攝像機(jī)云臺、鏡頭等。4.2.1.6系統(tǒng)應(yīng)具有時間、日期的顯示、記錄和調(diào)整功能，時間誤差應(yīng)在±30s以內(nèi),字符疊加不應(yīng)影響記錄效果。4.2.1.7攝像機(jī)在標(biāo)準(zhǔn)照度下，視頻安防監(jiān)控系統(tǒng)圖像信號的技術(shù)指標(biāo)應(yīng)不低于GB 50198-1994表4.3.1-1規(guī)定的評分等級4級的要求，回放圖像質(zhì)量不應(yīng)低于3級的要求。4.2.1.8視頻安防監(jiān)控系統(tǒng)的其他要求應(yīng)符合GA/T 367的規(guī)定。4.2.2入侵報(bào)警系統(tǒng)4.2.2.1應(yīng)按需要選擇、安裝入侵探測器，防區(qū)內(nèi)不應(yīng)有盲區(qū)。4.2.2.2防區(qū)劃分應(yīng)有利于報(bào)警時準(zhǔn)確定位，周界封閉屏障處防區(qū)間距應(yīng)不大于100m。4.2.2.3周界圍墻（欄）處應(yīng)24h設(shè)防。4.2.2.4緊急報(bào)警裝置應(yīng)安裝在隱蔽、便于操作的部位，并應(yīng)設(shè)置為不可撤防模式，且應(yīng)有防誤觸發(fā)措施。當(dāng)被觸發(fā)報(bào)警后應(yīng)能立即發(fā)出緊急報(bào)警信號并自鎖，復(fù)位應(yīng)采用人工操作方式。4.2.2.5除周界圍墻（欄）處，安裝入侵探測器的部位均應(yīng)安裝聲光告警器，其報(bào)警聲壓不小于80dB（A），報(bào)警持續(xù)時間不小于5min。4.2.2.6入侵報(bào)警系統(tǒng)應(yīng)與區(qū)域報(bào)警中心聯(lián)網(wǎng)。當(dāng)高校的安防中心控制室配置專職值守人員時，入侵報(bào)警信號可傳送至安防中心控制室，但安防中心控制室應(yīng)安裝與區(qū)域報(bào)警中心聯(lián)網(wǎng)的緊急報(bào)警裝置。系統(tǒng)使用專用電纜傳輸報(bào)警信號時報(bào)警響應(yīng)時間應(yīng)不大于2s；使用公共 10408.1、GB 10408.3、GB 10408.4 、GB 10408.5、GB 10408.6、GB 15209的要求。4.2.2.12防盜報(bào)警控制器其他技術(shù)要求應(yīng)符合GB 12663的要求。4.2.2.13入侵報(bào)警系統(tǒng)的其他技術(shù)要求應(yīng)符合GA/T 368的要求。4.2.3出入口控制系統(tǒng)4.2.3.1對非法進(jìn)入的行為或連續(xù)3次不正確的識讀，系統(tǒng)應(yīng)發(fā)出報(bào)警信號。4.2.3.2系統(tǒng)時間誤差應(yīng)在±10s內(nèi)。記錄保存時間應(yīng)不少于7天。4.2.3.3系統(tǒng)其他要求應(yīng)符合GA/T 394的規(guī)定。4.2.4 通訊系統(tǒng)4.2.4.1來電號碼顯示應(yīng)清晰。4.2.4.2來電通話錄音回放時應(yīng)清晰可辨，通話記錄保存時間應(yīng)不少于7天。4.2.5電子巡查系統(tǒng)4.2.5.1系統(tǒng)應(yīng)有擴(kuò)容余量。4.2.5.2系統(tǒng)應(yīng)能準(zhǔn)確記錄預(yù)定區(qū)域、路線巡查的時間（年、月、日、時、分、秒）、地點(diǎn)、人員信息。4.2.5.3巡查點(diǎn)安裝應(yīng)牢固、隱蔽，高度應(yīng)便于識讀。4.2.5.4采集裝置或識讀裝置在識讀時應(yīng)有聲、光或振動等提示信號，識讀響應(yīng)時間應(yīng)小于1s。4.2.5.5采集裝置存貯巡查信息量應(yīng)不少于4000個點(diǎn)。在斷電時,所存儲的巡查信息不應(yīng)丟失，保存時間應(yīng)不少于10天。4.2.6安防中心控制室和安防分控室4.2.6.1視頻安防監(jiān)控、入侵報(bào)警、電子巡查的終端設(shè)備均應(yīng)設(shè)置在安防分控室或安防中心控制室。在安防中心控制室或安防分控室應(yīng)能實(shí)現(xiàn)對各子系統(tǒng)的操作、記錄和打印。4.2.6.2安防中心控制室或安防分控室配置的與報(bào)警同步的終端圖形顯示裝置，應(yīng)能準(zhǔn)確地指示報(bào)警區(qū)域，實(shí)時聲、光提示發(fā)生警情的區(qū)域、日期、時間等信息。4.2.6.3安防中心控制室和安防分控室應(yīng)配備有線、無線專用通訊工具和專用防護(hù)器械。4.2.7實(shí)體防護(hù)裝置4.2.7.1防盜安全門及安裝應(yīng)符合GB
