5、管理、委托管理等形式的各類學校、幼兒園。3.2學校、幼兒園重要部位對學校、幼兒園內的治安安全有重要影響的場所或區(qū)域。4.系統(tǒng)要求4.1總體配置要求4.1.1學校、幼兒園重要部位安全技術防范系統(tǒng)的設計原則應符合GB 50348-2004第3章的規(guī)定，并應根據本標準表1和表2的要求設置安全技術防范系統(tǒng)。 表 1高校重要部位安全技術防范設施基本配置要求4.1.2安全技術防范系統(tǒng)的設計、施工程序應符合GA/T 75的規(guī)定。4.1.3對外開放的博物館的安全技術防范應符合GA 27的規(guī)定。4.1.4展覽館的安全技術防范應符合DB 31/329.1的規(guī)定。4.1.5劇毒化學品、放射性同位素集中存放場所的安全

6、技術防范應符合DB 31/329.2的規(guī)定。4.1.6金融營業(yè)場所的安全技術防范應符合DB 31/329.3的規(guī)定。4.1.7公共供水系統(tǒng)的二次供水設施中泵房和房屋水箱（水池）等部位的安全技術防范應符合DB 31/329.4的規(guī)定。4.1.8變（配）電站（所）的安全技術防范系統(tǒng)應符合DB 31/329.5的規(guī)定。4.1.9安全技術防范系統(tǒng)的建設，應納入工程建設的總體規(guī)劃， 并綜合設計、同步施工、獨立驗收、同時交付使用。4.2各子系統(tǒng)要求4.2.1視頻安防監(jiān)控系統(tǒng)4.2.1.1攝像機安裝應減少或避免圖像出現逆光，且攝像機工作時監(jiān)視范圍內的平均照度宜不小于200Lx。4.2.1.2出入口、主要通道

7、攝像機安裝應符合以下要求：a) 固定焦距、方向；b) 監(jiān)視區(qū)域內不應有盲區(qū)；c) 在24小時內通過監(jiān)視屏均應能清楚地辨別出入人員面部特征、機動車牌號。 表 2 中小學、幼兒園重要部位安全技術防范設施基本配置要求4.2.1.3在面積較大的公共區(qū)域宜安裝帶有云臺、變焦鏡頭的攝像機，通過監(jiān)視屏應能辨別監(jiān)視范圍內的人員活動情況。云臺、變焦停止操作后，攝像機應在20.5 min內自動復位至原始設定狀態(tài)。4.2.1.4系統(tǒng)應采用硬盤錄像機進行24h圖像記錄。圖像記錄幀速應不少于24frame/s，記錄保存時間應不少于7天。硬盤錄像機應符合DB 31/295的要求。4.2.1.5系統(tǒng)應能切換圖像，并能根據系

8、統(tǒng)的配置，控制攝像機云臺、鏡頭等。4.2.1.6系統(tǒng)應具有時間、日期的顯示、記錄和調整功能，時間誤差應在30s以內,字符疊加不應影響記錄效果。4.2.1.7攝像機在標準照度下，視頻安防監(jiān)控系統(tǒng)圖像信號的技術指標應不低于GB 50198-1994表4.3.1-1規(guī)定的評分等級4級的要求，回放圖像質量不應低于3級的要求。4.2.1.8視頻安防監(jiān)控系統(tǒng)的其他要求應符合GA/T 367的規(guī)定。4.2.2入侵報警系統(tǒng)4.2.2.1應按需要選擇、安裝入侵探測器，防區(qū)內不應有盲區(qū)。4.2.2.2防區(qū)劃分應有利于報警時準確定位，周界封閉屏障處防區(qū)間距應不大于100m。4.2.2.3周界圍墻（欄）處應24h設防

9、。4.2.2.4緊急報警裝置應安裝在隱蔽、便于操作的部位，并應設置為不可撤防模式，且應有防誤觸發(fā)措施。當被觸發(fā)報警后應能立即發(fā)出緊急報警信號并自鎖，復位應采用人工操作方式。4.2.2.5除周界圍墻（欄）處，安裝入侵探測器的部位均應安裝聲光告警器，其報警聲壓不小于80dB（A），報警持續(xù)時間不小于5min。4.2.2.6入侵報警系統(tǒng)應與區(qū)域報警中心聯網。當高校的安防中心控制室配置專職值守人員時，入侵報警信號可傳送至安防中心控制室，但安防中心控制室應安裝與區(qū)域報警中心聯網的緊急報警裝置。系統(tǒng)使用專用電纜傳輸報警信號時報警響應時間應不大于2s；使用公共 網絡傳輸時報警響應時間應不大于20s。4.2.

10、2.7以 網絡作為報警傳輸專線時，不應在線路上掛接其他通信設施。4.2.2.8系統(tǒng)應具有時間、日期的顯示、記錄和調整功能，時間誤差應在30s以內。4.2.2.9系統(tǒng)布防、撤防、報警、故障等信息的存儲時間應不少于30天，并能輸出打印。4.2.2.10系統(tǒng)的備用電源應滿足8h正常工作。4.2.2.11入侵探測器其他技術要求應符合GB 10408.1、GB 10408.3、GB 10408.4 、GB 10408.5、GB 10408.6、GB 15209的要求。4.2.2.12防盜報警控制器其他技術要求應符合GB 12663的要求。4.2.2.13入侵報警系統(tǒng)的其他技術要求應符合GA/T 368的

11、要求。4.2.3出入口控制系統(tǒng)4.2.3.1對非法進入的行為或連續(xù)3次不正確的識讀，系統(tǒng)應發(fā)出報警信號。4.2.3.2系統(tǒng)時間誤差應在10s內。記錄保存時間應不少于7天。4.2.3.3系統(tǒng)其他要求應符合GA/T 394的規(guī)定。4.2.4 通訊系統(tǒng)4.2.4.1來電號碼顯示應清晰。4.2.4.2來電通話錄音回放時應清晰可辨，通話記錄保存時間應不少于7天。4.2.5電子巡查系統(tǒng)4.2.5.1系統(tǒng)應有擴容余量。4.2.5.2系統(tǒng)應能準確記錄預定區(qū)域、路線巡查的時間（年、月、日、時、分、秒）、地點、人員信息。4.2.5.3巡查點安裝應牢固、隱蔽，高度應便于識讀。4.2.5.4采集裝置或識讀裝置在識讀時

12、應有聲、光或振動等提示信號，識讀響應時間應小于1s。4.2.5.5采集裝置存貯巡查信息量應不少于4000個點。在斷電時,所存儲的巡查信息不應丟失，保存時間應不少于10天。4.2.6安防中心控制室和安防分控室4.2.6.1視頻安防監(jiān)控、入侵報警、電子巡查的終端設備均應設置在安防分控室或安防中心控制室。在安防中心控制室或安防分控室應能實現對各子系統(tǒng)的操作、記錄和打印。4.2.6.2安防中心控制室或安防分控室配置的與報警同步的終端圖形顯示裝置，應能準確地指示報警區(qū)域，實時聲、光提示發(fā)生警情的區(qū)域、日期、時間等信息。4.2.6.3安防中心控制室和安防分控室應配備有線、無線專用通訊工具和專用防護器械。4

13、.2.7實體防護裝置4.2.7.1防盜安全門及安裝應符合GB 17565的要求。4.2.7.2鋼柵欄應采用單根直徑不小于20mm、壁厚不小于2mm的鋼管（或單根直徑不小于16mm的鋼棒、單根橫截面應不小于8mm20mm的鋼板）組合制做。用于窗的防護時，單個柵欄空間最大面積應不大于600mm100mm；用于校園圍墻、門扇時，柵欄的豎桿間距不應大于150mm。4.2.7.3校園圍墻高度應不低于2.2m。圍墻上應安裝455向外折角的金屬柵欄，折角段長度應不小于0.2m。4.2.7.4柵欄應采用不小于12mm的膨脹螺絲固定，安裝應牢固可靠。5.檢驗、驗收、維護5.1安全技術防范系統(tǒng)竣工后應進行檢驗。系
